Frank P. Castellano, PG, President
Frank P Castellano is the Principal and Founder of Castleton Environmental Geologic Services, DPC Inc., an environmental consulting licensed New York State professional services firm that provides high value and high value environmental consulting and risk management services specifically geared to the commercial lending and real estate investment/management industries. Prior to creating Castleton in 2015, Mr. Castellano spent 23 years leading of the region’s most accomplished and diverse environmental consulting firms. He holds a Bachelor’s of Science Degree in Water Resources from State University of New York at Oneonta and a Master’s of Science Degree in Hydrogeology from Adelphi University. Frank is a licensed New York State qualified Professional Geologist and Licensed Real Estate Sales Professional. He is also a member of Long Island Business Development Council and Long Island Real Estate Group. Frank has more than half a dozen publications to his name, with most recent in 2018, on the topic: A Look at Soil Vapor Intrusion Regulations and their Impact on Real Estate Transactions (Society of Chief Appraisers NY Conference). He has been widely acknowledged for his work on Environmental Consultancy and Site Assessment a wide array of environmental projects for various clients.
Donald J. Middleton, Jr., Vice President
Donald J. Middleton Jr. is a versatile entrepreneur and an expert Environmental Consultant. For the last 18 years, Donald has been President at Middleton Environmental, Inc. Under his able leadership and exceptional Managerial guidance Middleton Environmental has prepared thousands of Environmental Site Assessment and Transaction Screen Process Reports on commercial, industrial and multi-family properties for lending institutions. Donald’s experience in the field of Environmental Consultancy far surpasses his association with MEI; he has been in the field for over 27 years. His areas of expertise include Phase 1 Environmental Site Assessment, Transaction Screens and Environmental Due Diligence and Risk Management. Donald holds a Bachelor’s of Science Degree in Finance from Fordham University. He is a Licensed Real Estate Professional and also affiliated with Long Island Business Development Council. With decades of experience in the field, an understanding of the banking and finance industry and entrepreneurial know-how, Donald decided to cash on the opportunity has expanded the breadth of services provided to his clients by and establishing Castleton Environmental, Inc. Geologic Services, DPC with his longtime associate, Mr. Frank P. Castellano. Donald currently serves as a Vice President of Castleton Environmental, Inc. and pursues his dream of providing an even broader range of high quality environmental consultancy services.
Jessica Ferngren, Senior Consultant
Jessica Ferngren is an accomplished Project Manager with over 18 years of experience in the Environmental Consultancy Industry., working with 6 reputable organizations. Her area of expertise includes Environmental Program Management, Hazardous Waste Investigation and Environmental and Regulatory Compliance. She holds a Bachelor’s of Arts Degree in Geological Sciences from State University of New York at Geneseo. Ms. Ferngren is a licensed Professional Geologist and has a certification in RCRA Training and Loss Prevention Systems (LPS). She is also affiliated with Long Island Association of Professional Geologists (Co-President 2014-15) and American Institute of Professional Geologists. Managing the remediation of a Portfolio of 40 Management of Retail Service Station facilities of 40 formal retail service stations and the performance of Phase II Environmental Site Assessments and Investigation for hundreds of properties are some of her distinguished projects accomplishments. She is currently serves as Senior Consultant working for Castleton Environmental Geologic Service, DPC Inc. as Senior Project Manager where she leads the firm’s Phase II Environmental Site Assessment and Risk Management practice areas.
Joseph P. Gavin
Joseph Gavin brings approximately 20 years of environmental consulting and Project Management experience to serve the needs of Castleton’s clients. His areas of expertise include Phase I and Phase II Environmental Site Assessments, Petroleum Bulk Storage Tank assessments/closures, Remedial Investigations and Remedial Actions under New York State Department of Environmental Conservation Petroleum Bulk Storage, Spills, Hazardous Waste, and Brownfield Programs. Additionally, Mr. Gavn has experience working with the local regulatory agencies, Suffolk County Department of Health Services, Nassau County Department of Health, as well local town/hamlet/village municipalities. Relying on his many years of field experience, Mr. Gavin routinely develops investigation plans, Cost to Cure estimates, remedial plans and schedules that create a path for project closure. Mr. Gavin received his Bachelor of Arts degree from City University of New York, Queens College and his Master of Arts degree from City University of New York, Brooklyn College in Geology. Mr. Gavin is a New York State Professional Geologist, License No. 373. The depth and unique experience of each of the Castleton team members complement one another in a way that provides our clients a level of service that exceeds the simple transaction and provides for a more strategic and partnered approach to move projects through to completion.
